MARCH 14, 15, and 16, 2008
We expect thousands of spectators! Meridian Road and Miller
Landing Road, very narrow two-lane roads, provide the only
access to Elinor Klapp Phipps Park. Although we will have
numerous officers directing traffic, please plan to arrive
(on competition days) at the stables early to avoid traffic
congestion.
The main entrance for Competitors to the Elinor Klapp-Phipps
Park is Gate B. Gate B is 1.2 miles down Miller Landing Road
. The entrance will be indicated by signage and will be lighted
at night.
The Elinor Klapp-Phipps Park is owned by the Northwest Florida
Water Management District and managed by the City of Tallahassee
for passive recreation, including miles of equestrian trails.
The roads into the "Oak Hammock", where Red Hills
is principally staged, are dirt and crushed stone, and have
been significantly improved. They are quite passable, but
speed must be reduced. Remember, patience is a virtue. Take
time to enjoy the beautiful surroundings!

GENERAL INFORMATION
Elinor Klapp-Phipps Park: There are miles of equestrian
trails throughout the Park. Please refer to the informational
brochure enclosed in your packet. Maps are posted at CIS.
Do not stray from the trails. We may never find you!
Emergencies: Treating Veterinarians will be on grounds
from Wednesday through Sunday of the event. In the event of
a horse emergency, if the rider or owner cannot be reached,
the on-call Treating Veterinarian will be called. The Rider
or Owner will be responsible for any veterinary costs. EMT's
and Red Cross personnel will be on grounds.
Cash: Contact Compteitor Information Services (CIS).
Competitors' Information Services (CIS): Located @
Headquarters. CIS will be staffed on arrival day, Thursday
March 9, from noon to 8:00 p.m., and daily throughout the
event from 6:00 a.m. to 6:00 p.m. Competitor packets and Dressage
Tests will be distributed from the Stable Office Tent near
Barn C. Other event inquiries should be addressed at CIS,
located at Headquarters.
Dogs: ALL dogs must be leashed. There will be a $50.00
fine for any loose dog (including in the Stable area). Any
fees collected will be divided between the two charities.
PLEASE DO NOT TAKE YOUR DOGS OUT ON CROSS COUNTRY ON SATURDAY!
Food: Concessionaires will be located in the Oak Hammock. One vendor will be located in the
barn area for the convenience of the Competitors and their Grooms. Information about area restaurants
will be available in Competitor Packets and at the Stabling Office.
Headquarters / Secretary's office: Located to the
South of Spectator Information & Welcome. Look for large
tent and construction trailers.
Lost and Found: Located at Spectator Information.
Medical Cards: "A medical card, enclosed in a
transparent waterproof carrier, must be securely attached
on the upper arm outside of the competitor's clothing. Riders
without the card will not be allowed in the warm-up or on
course. Failure to wear one's own personal armband will constitute
a violation of the rules and will be penalized by disqualification
and a fine of $100 (payable to the Organizing Committee)."

If you do not have this card or carrier, they are available
for purchase at CIS for $10.00 each, or they may be ordered
directly from the USEA office.
Messages / Notices: Use Event bulletin board at CIS.
Motorbikes/ ATV'S / etc. are NOT allowed on cross country
course EVER! They WILL be allowed to go to a special parking
area located near the start box on and before Saturday. Also,
stable / groom shuttle vehicles will run between stables and
the XC parking area.
Official Time: The Event Clock will be at the Scoreboard;
time will be announced frequently by the announcer.
Owners' Packets: If the Owner of the horse, as listed
on the entry, is different from the Rider, he will be issued
an Owner's Packet which includes a parking pass, a program,
Owner Badge, Order of Go, USEA Evaluation, Palmer Videography
information, Invitation to Welcome Party and a Visitor's Guide.
These packets will be available at the Stabling Office in
Barn "C". See Owner's Page.
Parking: Parking permits are in your packet. Please
hang from your rear view mirror. If you require more, they
are available at CIS (Competitor Information Services) /Headquarters
or the Stabling Office.
Phones: Nextel will have cell phones at various locations.
Phones are located in the Barn area, and at Spectator Information
& Welcome .
TREATING VERTERINARIANS - Numbers will be posted in the Stable
Office

Rider Representatives: To be announced.
Scoreboard: Located near Spectator Welcome and near
Competitor Hospitality - Barn C. Printed scoresheets will
be available at the Stabling Office and at Headquarters.
Secretary's Office: Located at Headquarters - The
office will be staffed from 6:00 a.m. until.... beginning
Thursday through the end of the competition.
Security: There will be 24 hour security for the entire
Park Complex by the Leon County Sheriff's Department, the
Tallahassee Police Department and K-9 Units.
Smoking: NO SMOKING in the stable area. If you do
smoke, please extinguish your butts carefully.
Shoping! Avenue of Shops: The Red Hills Avenue of
Shops will be operational throughout the event.
Traffic Flow: Please follow signage. -- For exit during
the day, please use the Tree Line Trail; after 5:00 PM, use
the main entrance road.

CHECK-IN

STABLING
Bedding: All bedding included in stabling fee. Initial
bedding in stalls upon arrival. Additional shavings available
from the Stable Office. Check with Stable Office for purchase
procedures. Please -- strip your stalls upon departure; you
will have the gratitude of our "cleanup" crew!
Bridle Numbers: FEI Article 516 states that each horse
must wear an identifying number when outside the stall from the time of check-in through
the end of the event. Failure to display this number incurs first a warning; in the case
of repeated offence, a fine will be imposed on the competitor by the Ground Jury.
Feed/Hay: Available for purchase directly from Vendor
in the Stable area.
Grooms: A wrist band identification system will be
utilized. Grooms must register in the Stable Office to receive
required identification.
Ice: Large bagged ice available for purchase for $3.00/bag.
Please check at Stable Office for purchase procedures.
Manure: Please place in the indicated areas. We thank
you in advance for stripping your stalls upon departure.

Stable Office: Located in the trailer to the south
of Barn C. Stabling Steward - Kelley Norred. All information
will be posted here. A wristband system will be employed for
ID access to stables at all times. A $75 FINE WILL BE ASSESSED
FOR CHANGING ANY (HORSE OR TACK) STALL ASSIGNMENT WITHOUT
APPROVAL OF CHIEF STABLING STEWARD. Competitor Packets and
Dressage Tests will be distributed here.
Damage Fee: Please do not poke holes in the stall
panels to hang stall guards. These panels are$250.00 each.
The competitor will be liable any damages.
There will be a Competitor Hospitality Tent adjacent to Barn
"C" -- complete with snacks, a refrigerator and
a microwave. Look for signage.
Wash areas: available as indicated.
Stabling Deposit: NONE! Please thank us by stripping
your stall upon departure!
Power: Provided by generators.
Water: Water trucks and "dip" pools; please
do not leave hoses running. There will be water available
for horses and riders at the finish of Cross-Country.
Sharps Disposal: (Reference Article 1205.5 - USA Equestrian)
: "Competition management shall place at least one sharps
container per 50 occupied stalls for the disposal of needles
and other disposable sharp instruments in convenient locations
in barns housing show horses. It is the competition management's
responsiblity to replace such containers when full and dispose
of them properly. Competition management may fine any individuals
including trainers, owners, exhibitors, or their agents, up
to $100.00 for improper disposal of needles or other sharp
disposable instruments."

Hospitality Tent. Each competitor will receive two (2) complimentary
tickets in their packets. COME AS YOU ARE! TICKETS REQUIRED
FOR ENTRY INTO TENT!
Friday evening: Enjoy a "Pizza Party " for
Competitors and Grooms
Saturday evening 7:00 p.m. - 10:00 p.m.: Gather in
the Hospitality Tent for: A Competitors' Dinner -- more information
will be posted here soon!
Please notify Competitor Information Services (CIS) if you
do NOT plan to attend either function or use all your tickets,
so that we can have an accurate reservation count.
Because Elinor Klapp-Phipps Park is a city park, alcohol
is normally prohibited. We have obtained a special permit
to serve alcohol at the Competitors' parties. To comply with
the permit, you will be requested to show proof of age to
obtain the necessary identifying bracelet. For those under
21 years of age, and for those who prefer, there will be nonalcoholic
beverages available.]

CROSS COUNTRY
Cross Country Warm Up: Initial warm up jumps will
be located in the Park on the north side of the oak hammock.
Second phase warm up will be located at the west end of the
cross country course, the site of the old warm up/Start/Finish
area (space limited to 5-6 horses). Follow signs. Final warm
up will be at the top of the Cross Country course, adjacent
to Start (space limited to 5-6 horses). Follow signs from
Second Phase Warm Up Area to Final Warm Up.
Stewards will control the flow of riders and horses warming
up to avoid congestion in the warm up areas and to assure
that riders have ample time to move between warm up areas
as well as to warm up.
Cross Country: Course is open for inspection by 3:00
p.m., Thursday , March 9. There is a special route for competitors/horses
to the warm-up area which is marked by signage.
Competitor / groom vehicles of all types are prohibited from
traversing the cross-country course. EVER! Shuttles will be
running Thursday, Friday and Saturday between stables and
and XC Start area for competitor / groom use. However, competitors
MAY use scooters, etc. to travel the special competitor route
to a designated parking area near XC Start.
Eliminated horses may NOT continue on course. NO schooling
after the competition without permission of the Organizers
and a signed release form.
Remember to wear your competition number at all times, especially
when walking cross-country!

DRESSAGE

Dressage: Each performance arena will have its assigned warm-up arena. Arenas A, B, and C and their respective warm up arenas will be located in the field on the north side of the oak hammock, west of the stabling area. Arena D and its warm up arena will be located on the south side of the oak hammock. Stewards will limit the number of riders in warm up arenas to two per FEI arena, and three per Advanced, Intermediate, and Preliminary warm up arena. Open warm up will be available. There are miles of equestrian trails in the Park. Maps will be provided in the Competitor Packets and available in the Stabling Office. Trails are well marked.

STADIUM JUMPING
Stadium Jumping: Courses will be posted at 4:00 p.m.
Saturday and will be open at that time for inspection and
as announced. Stadium will begin at 7:30 a.m. Sunday. ORDER
OF GO WILL BE POSTED IN THE BARNS AND COPIES WILL BE AVAILABLE
AT Competitor Hospitality, CIS, AND SPECTATOR INFORMATION.
Order will be in reverse order of standing adjusted to accommodate
multiples. Awards ceremony to follow each division.
Stadium Jumping warm-up areas are in the field adjacent
to the Stadium Arena and will be indicated by signage.

Evaluation Form: In your Competitors' packet, and
on the Area III web site; please complete and return to the
Area Chairman.
Jog: There will be a formal jog for all international
competitors (CIC-W***, CIC**) Sunday morning - 7:000 a.m.
Order will be posted and announced.
